主席端账号为会议组织的核心管理账户,具有较高的系统权限,其使用行为将直接影响会议的整体运行稳定性与信息安全。主席端账号使用者须严格遵守主办方制定的管理规章、操作流程及技术规范,确保所有操作合法、合规,避免危及平台秩序或干扰会议正常进行。 任何通过主席端账号实施下列行为,包括但不限于未经授权的系统操作、篡改数据、干扰会议进程、滥用职权、侵犯其他参会者合法权益、造成信息泄露或系统瘫痪,均构成严重违规行为。主办方将依据《中华人民共和国民法典》《中华人民共和国网络安全法》《中华人民共和国刑法》等相关法律法规,保留依法追究民事责任、行政责任及刑事责任的权利: 根据《中华人民共和国民法典》第1165条,因过错侵害他人权益造成损害的,应当承担侵权责任; 根据《中华人民共和国网络安全法》第21条、第46条,网络运营者应履行安全保护义务,若未依法履责导致危害后果,将承担相应法律责任; 若行为情节严重,涉嫌扰乱公共秩序或破坏计算机信息系统,主办方有权依法移交公安机关处理,并依《中华人民共和国刑法》第286条、第287条等条款追究刑事责任。 主席端账号使用者必须妥善保管账户信息,不得擅自出借、共享、转让或修改账号设置。若因使用者操作不当造成会议系统异常、中断或信息安全事故,使用者应承担全部法律责任及由此产生的经济赔偿责任。 The Dais account is a core administrative account of the conference platform, equipped with elevated system-level permissions. Actions taken through this account directly impact the overall functionality, stability, and information security of the event. All users granted Dais account access must strictly comply with the operating rules, technical protocols, and security guidelines established by the organizing committee, and must ensure that all activities are legal, authorized, and in no way disruptive to the conference environment. Any of the following acts performed using a Dais account—unauthorized operations, data manipulation, interference with proceedings, abuse of authority, infringement of participant rights, or causing data breaches or system failure—constitute serious violations. The organizing committee reserves the right to pursue civil, administrative, and criminal liability in accordance with relevant laws and regulations of the People’s Republic of China, including: Civil Code of the PRC, Article 1165: Individuals who, due to fault, infringe upon the lawful rights and interests of others shall bear tort liability; Cybersecurity Law of the PRC, Articles 21 & 46: Network operators are required to fulfill their cybersecurity obligations; failure to do so may result in legal responsibility; Criminal Law of the PRC, Articles 286 & 287: Severe misconduct that disrupts public order or damages information systems may result in criminal investigation and prosecution. Dais account holders are responsible for safeguarding their login credentials. Sharing, lending, transferring, or modifying the account without authorization is strictly prohibited. Any misuse resulting in technical failure, data compromise, or disruption to the conference will render the user fully liable under the law and financially responsible for all resulting damages.
